Unable to log you in error and admin console question

Hi Everyone,

I'm a new admin for my project and am facing couple of issues. It would be great to help a fellow admin out: - 

1. The system here is using JIRA internal directory and any of the new users I invite are receiving the "Unable to login screen" - Contact your administrator. This problem began shortly.

2. I would also like to ask how I can check the Atlassian admin console (Org and Site admin page), from where I can view all the users and check product access as once, I go to admin.atlassian.com, it takes me to create a new Organization.
