I created a Kanban board based off a saved filter and when attempting to access the board configuration, the screen does not load with any configuration options. Is anyone else experiencing this?

Is the above screen what you see when attempting to access the board, or the board configuration?
Have you tried another browser, or clearing the cache of your browser?
Have you had another user try the same thing?

Hey Trudy, I am attempting to access the board configuration. Other users are experiencing the same issue and when I attempt to access the link in a different browser/with cleared cache I am still seeing the issue.

Are you able to view the board itself?
Can you execute the same filter in the Advanced Issue Search screen without an error? How many issues are retrieved?
Are you able to access other boards and their configuration screens?
This post is tagged as Atlassian Cloud hosting and Premium plan, but from your image it indicates you are using v8.13 which would be a self-hosted and it also says a free evaluation license is being used.
Can you confirm you are using a self-hosted v8.13 Jira product with an evaluation license? If so, how long have you had this instance running and when did you activate the evaluation license?

I am able to view the board and execute the filter without issue, returning 18 results. I am also able to access other boards and their configurations. I even produced this board by copying an existing board and changing the underlying figure.
Yes, that is correct I am using a self hosted v8.13.0, my apologies if I am posting in the wrong location. I am unsure how long the instance has been running, but it has definitely been a few years.

You haven't posted in the wrong place. There is just wrong information on your post for Hosting Type.
Are you a Jira Administrator for this instance? It would be good to find out from the Jira Administrators if the instance is indeed running under an evaluation license.
If it is running under a paid license with a valid support contract then your Jira Administrators could reach out to Atlassian Support directly for additional assistance. This is a community of users of Jira products. We can do a lot to help you try to figure out your issue, but we are limited.
Have you tried creating a brand new board from scratch for this filter?
