We are unable to link the item using the key CPS_ACE-325, even though the ticket is in Done status.
However, linking works when using “Make Surface Products Monte Carlo available on GUI.”
Could you please help us understand why linking via the issue key is failing? Is there any restriction related to the ticket status?

Hi thanks for quick response as per the above links i saw that
The current workaround is to copy the closed issue full URL and paste the URL when creating the link between issues.
But unfortunately this is not working see the image below

Try enter just the exact key CPS_ACE-325, as Jira Cloud often hides "Done" issues from standard autocomplete.
If that still fails, the underscore in your project key is likely causing a known indexing glitch, which is especially common for projects migrated from Server or Data Center.
Try to link a "Done" issue from a different project that doesn't use an underscore. In case problem is unique to this project, you will need to open a ticket with Atlassian Support so they can run a backend indexing check on your site.
