Unable to install JIRA on windows 7, though system requirements are proper.Error: IOException error

Unable to install JIRA 8.5.5, JIRA 8.9.1 software in windows 7 professional. Though system requirements looks satisfied. Getting error log as: java.io.IOException: Access is denied
