Unable to find transition screen feature in jira

I want some questions to be asked when a transition is moved from one state to another

Is this a Team-managed project? The Team-managed projects do not have the ability to add transition screens.

Welcome to Atlassian Community!

You can add a transition screen to the transition in the workflow following the below steps:

1. Navigate to Space settings > Workflows
2. Click on the transition where you'd like to add the screen
3. On the right side tab, click on + next to the Rules
4. Select All Rules > Show a screen as highlighted below and select the screen:
