I am experiencing an issue where I cannot export issues to CSV in Jira.
When attempting to export, the following error message appears:

Yes, Guard could be related, but only if your org admin enabled the Prevent data export rule in a data security policy. Atlassian says that rule can block Jira exports like CSV/XLSX/XML/Word/HTML, and Guard does not turn that on automatically just by being installed.
Since this is happening across projects, users, and browsers, but not in another Jira site, I would ask your org admin to check the org’s data security policies first.

Yes Atlassian Guard, has a a option to assign policy to restrict data exportation. But data exportation policies are not on, when Guard is installed. Org admin had to assign it manually.
I recommend you to contact to organization admin.

This doesn't look like a data volume problem. I suppose that can be a configuration or permission-related problem. Especially since it started right after enabling Atlassian Guard. I suppose that Guard can restrict data export actions depending on policies. Check whether there are any export restrictions applied to your users or groups.
Also, you can check the permission to view projects and export their issues. Try exporting as an admin to compare.
If the CSV export still doesn’t work, you can also try using apps instead. For example, Issue History for Jira (Work Item History) from SaaSJet lets you export full issue history across projects to Excel/CSV.

They are helping me make progress toward identifying the root cause.
I have some additional information:
- I have org-admin permissions
- All Data Security Policy controls (including export) are set to "Allow"
- No overrides are configured (0 overrides)
Am I checking the right areas, or is there something I might be missing?
