@Rukmini Ponnoli

Are your referring to Jira Plans or the capacity plugins? Please clarify.

Hi @Rukmini Ponnoli - Are you able to share which tool you're on — the fix is different for each.

On Jira Plans (Premium/Enterprise): individual capacity planning lives in the Plans section, and a Jira admin needs to configure your team plan access.

On Tempo Capacity Planner: you need "View Team Plans" and "Manage Team Plans" granted at the team level by a team lead or Tempo Team admin in the team settings. Without those, you'll hit the same wall.

Once you know which one you're using, the right fix is usually quick. Let me know and I can point you to the specifics.

Disclosure: I work for the team behind Tempo.

Hi @Rukmini Ponnoli !

A few things to check, because "no permission" here usually comes down to one of three causes.

1. Your Jira plan tier. Individual capacity planning is only available on Jira Premium and Enterprise. If your site is on Free or Standard, the feature simply isn't there — no permission change will surface it.

2. Space-level permissions. The capacity plan is added from the space navigation: + Add to navigation → Capacity. To do that (and to edit allocations) you need edit rights in that space:

  • Company-managed space → the Administrator project role, or the relevant permissions in the project's permission scheme
  • Team-managed space → Administrator or Editor access. With Viewer access you'll only be able to read the data, not change it.

3. Global permissions. To add people to a capacity plan you need the Browse users and groups global permission — without it the people picker will be empty or blocked. And if you're working with capacity in Plans (cross-project planning), plans permissions are granted separately: Jira admins and site admins get Plans administrator by default, but that can be revoked, and you need at least create and edit plans level access to change a plan's capacity. Note that editing an Atlassian team's details may also require being a member or admin of that team.

One limitation worth knowing before you invest in it is Jira's capacity plans are built on a fixed 40-hour work week. Custom working days, part-time schedules, and time-tracking settings aren't reflected yet, and vacations/holidays aren't deducted automatically. Capacity in Plans is also team-level (velocity per sprint) rather than per person. If that granularity turns out to be a blocker, a Marketplace app is the usual workaround — we work on ActivityTimeline, which handles individual capacity (per-person and per-weekday involvement, workload schemes, vacations subtracted from available hours) with its own role model, so a Team Lead can manage capacity for their own team without needing Jira admin rights.

Might be worth a look if the native limits get in your way, but the permission checklist above should be the first thing to try.

Hope this helps!

Hi @Rukmini Ponnoli

As this seems to relate about permissions to Plans feature in your instance, contact the Jira admin of your instance or local IT, to help you further.

Here on the portal we can't grant access to instances. This is a public community forum for users of Atlassian product to help each other, but we can't access instances or grant access to instances.

Not even official Atlassian Support will honour such a request.
