Unable to delete space in Jira

I've started getting "Could not permanently delete the project" emails from Jira twice a day for the last week.

they say:
We couldn't delete this project

It's probably a temporary problem. Go to trash and try again. If it persists, please contact support.

When I go into the trash, It looks like this:

Both lines are disabled, so I'm unable to delete, and I'm unable to contact support because this project is on the free plan. What do I do?
