We've followed all the steps in the provided documentation and all subscriptions (they were all trials, never paid) have been closed well past the required grace period. This was confirmed in support ticket CA-4116509. However, the option to delete the organization remains disabled. This was a test org we no longer want active. We have a separate paid org for production.

In my opinion, this should still be handled by Atlassian Support, because you will likely need their help to investigate and resolve it properly.
Please Cooperate with Support on existing Ticket or open new one.
