You will not be able to create new issues because the user limit for your JIRA instance has been exceeded, please contact your JIRA administrators.

Yes, that message is accurate.  Your licence allows for X users to log in by allocating them into a login groups - those named in global permissions for "Jira administrators", "System administrators" and "Jira users"

You need to deactivate or remove users from the "jira users" group, or buy the next licence tier up.

Note - my "jira users" is based on a guess that you are on Jira 6.something.  You might be on 7 though - if that is true, then ignore "global permissions" and look to see what groups are named in "manage applications" - it's those groups you need to shrink.

Thanks, this helps.. the user licenses had indeed exceeded the count. I have checked and resolved the issue.
