Unable to create a ticket via api call

What type of project does this concern; Software, Business, or Service, and Team- or Company-managed?
Have you confirmed that the api token is not expired?
Did you create the token with scopes or without scopes?
How has the user been granted permissions to create issues? Are they added directly to the Create Issues permission in the permission scheme for the project (if it is a company-managed project)? Are they added directly to a project role that has been added to the permission? Are they a member of a group added to the project role that has the permission?
