Whenever I try to create a Scrum board, I get this error message below. The rest of Jira is working fine, we are currently using simple project boards but want to switch to Scrum with a backlog & sprint etc. We are on the free plan and I am a user access admin, but not an org admin. How do I fix this? Thanks!

Welcome to the Atlassian community.
It is possible that your site was set up to grant access to only Jira Work Management. That product did not include the ability to create Software projects or Scrum/Kanban boards, which are features of the Jira Software product.
Jira Work Management and Jira Software are being merged into one product that will be called simply Jira. Your environment may not yet have gone through that process and you may still have access only to Jira Work Management.
I believe you will need to work with your Organization Admins to be granted access to the Jira/Jira Software product to complete creation of a Scrum board. I don't think that is something that can be managed by a User Access Admin. I have not had a site where I could work with the new admin roles, though, so I am not 100% sure about that.
