I created a new company managed project sharing settings with an existing project I'm an administrator on.
When I try to create a new issue it says "You can't create an issue in this project". So it appears I don't have the right permissions. According to the Permissions Helper I'm member of the roles Administrator and Developer.
What am I missing?

Please check whether you have create Issue permission or not.
Create Issue permission allows people to create issues in your project, including subtasks if you’ve enabled subtasks on your site

Please verify that Administrators/Developers have "Create Issue" permission on the related project Permission Scheme.

I confirmed the role has Create issue permissions. I created this new project using the same permission scheme as another project. I can create issues in one but not the other. I'm still not sure why that is.
Also, when I try to access the project from the Projects menu it sometimes gives me the error "This project isn't available". I then go to All Projects and from there I can open it 50% of the time. No other project has this issue.

If you are using the permission helper, it should tell you what the problem is. Be sure to put in the permission for create issue.
