Unable to connect to external oracle database

Hi i am using jira data center , i installed app sql connecter for jira , trying to connect to database by providing proper details , while testing connection , getting error like failed to connect.

can some tell me why?

Is your server who hos your DC app can reach the server where the DB is hosted ?

Yes , because i successfully connected from script runner from same jira center,

now i want to connect using sql connector for jira

Do you have any log when trying to enable the connection ?

No i don't have

Without the log, you can not narrow down what the error might be.

You will need to look at

• The network settings 
  • Can your server resolve the name of your database host?
  • Can your server reach the database server over your network?
  • Does the database server respond to your request at all?  (if you got the error message immediately, then it probably did.  If it took over 30 seconds to get the error message, then it's likely that you got no response)
• Is the database server
  • actively serving requests?  Check with another user of the database service
  • containing the database you are trying to use?
• Credentials
  • Are you sure the database username and password are right?
  • Does the user for the database have all the right permissions on the database you are connecting to?

• Can your server resolve the name of your database host? jira is running on my pc localhost instance
• i can reach to my db server because i already connected to my db from script runner from same jira instance
