Unable to click on "Add a manually triggered automation"

I am unable to click on "Add a manually triggered automation" from a Kanban board. It is greyed out.

I am listed as both a project admin and Jira admin. Also under "Global configuration" under Automation, it listed as Allow project administrators to manage project rules. and
All project administrators can manage rules
