That looks like the status colour is grey, not that the button is greyed out. What happens when you click it?

Other than some bug I can't repeat or work out how to get to, the only thing I can think of is that the workflow has a loop back to the current status - when you click, it is transitioning back to the same status, so nothing appears to happen.

Could you check the issue history to see if this is the case?
