I have searched for all tickets in a project that I wish to bulk update and when I click 'more' I cannot see any options for bulk update.
I am an admin but this feels like a permissions issue to me.
Please check if you an appropriate permission or not.
To perform a bulk operation, you'll need the appropriate project-specific permission and the global Bulk Change permission.
Example : you would need to have both the Move Issue and Bulk Change permissions to perform the Bulk Move operation

I can confirm going to Global Permissions and making Bulk Changes available to administrators solved the problem.
