Whenever I try to add company domain email address or even try with personal gmail account, it is not allowing me to use it for ticket creation. I tried to add external email with company domain email and receive this one. Who need to approved this?
When you added the gmail account to the project, did you have to authorize it? Have you tried https://support.atlassian.com/jira/kb/unable-to-connect-google-email-account-to-service-project/ ?
No, it didn't. I need to keep my organisation email account so that users can send a request in that ID to create a ticket.

the blocker is actually on the Microsoft 365 / Entra ID side, not Jira. Because your organization doesn't allow users to grant app permissions themselves, a Microsoft admin needs to approve this.
Have them check for the pending request under Entra ID > Enterprise applications > Admin consent requests. Once they grant the approval, you can head back to Jira and finish connecting the mailbox.
Actually to Perform that Cleanly you should have Admin Permission in Jira.
