Unable to View Transition or Assignment Action Buttons

 I can see the fields, Status and Assignee, but not the buttons at the top.  I have administrator permission and the Admin Helper confirms that I have permission to transition and assign issues.

We  are using JIRA v7.13.0 (we just upgraded from v7.1.7); the problem is not browser specific. I have the problem in Firefox, IE, and Google Chrome.

I have not customized the banner in JIRA.

For the transitions, can you check whether there are any conditions configured?

There is one condition on one transition, which is rarely used.
