Unable Restrict Comment To a Certain Group

I would like to ask I already choose to restricted to Developers but GS Internal still can view the comment.

Hello elenalim71@gmail.com welcome to the community. The comments are restricted to the users in those roles. If a user is in both, then that user can see both comments

As checked, those users are in their respective roles and there is no overlapping of user roles. Is there any way you can help me further for this problem?

Being that the case I would say no. Open a case with Atlassian, maybe there is an error in the backend that we won't be able to solve this way.
