With JIRA cloud (and perhaps newer versions of JIRA generally?) the height of code blocks are not limited, if a ticket has a long code block which also requires horizontal scrolling one is forced to scroll down to the bottom to use the horizontal code scrollbar, then scroll back up to the code block to see the text.
While there are disadvantages to using to limiting the height of a code block and having a vertical scrollbar for it, at least users aren't stuck scrolling up and down in order to move horizontally.
