USers are inviting others to join the site without admin access

As per my understanding the below document is summarizing that one can invite another user without admin approval.but in my admin.atlassian.com  User invites option is disabled.
Although they are adding new users to the site.

How is it possible?

It might be because the project is a Jira Service Management project. Those have different permissions for adding users. Can you verify the type of project?

We are using Jira sofware (cloud)  . We have team-managed & Company managed product.

we donot have Jira service management.

In my company site admin.atlassian.com >Site access>selected the option "APPROVE THE DOMAIN"

Do you think this could be the reason  for  inviting new user to products without having admin access.

Yes, that could be. If you only want people from your domain to be able to access the product, then you should Approve and Verify the Domain.
