SHOUTING at us and giving us zero information is going to get you nowhere.

If you cannot "do Jira setup", then all I can tell you from your question is "you are doing it wrong". 

Whether it's because you can't follow basic instructions, you've not read the docs and are trying to do it on inappropriate hardware, you don't understand the questions the installer asks, you're getting error messages, you're missing a component, or there's a large angry penguin called Cyril standing between you and the computer and demanding fish - I do not know.
