Trying to set jira.lf.date.relativize as false and not succeeding.

According to https://confluence.atlassian.com/adminjiraserver073/jira-application-home-directory-861253888.html, if I have no jira-config.properties file in my jira home, which I understand to be the same location as dbconfig.xml, it can be created there, which for me is /var/atlassian/application-data/jira.  My version is 7.3.6.  I created the file with contents according to https://confluence.atlassian.com/jirakb/disable-relative-dates-in-jira-applications-414187622.html and performed a restart of the jira application. secure/admin/ViewSystemInfo.jspa still shows the value as true.  Is there a detail I am missing?  I also made sure the ownership was the same as the other files in that directory.

I think I may have found the answer to my own question.  /var/jira-home/jira-config.properties
