My Privacy and documentation are both in GitHub, publicly hosted and visible.
But when I'm trying to publish the app I get:

The email is sent to the email address associated with the developer account that you published the app with.

This is my email address, and as I said, I got the email but it wasn't any helpful and had a link to some Jira ticket - that I didn't have access to.

I can't think of any reason why you wouldn't be able to open the link to the support ticket or listing review ticket using the same account you used to publish your Forge app. I suggest you log a support request through the Marketplace Ecosystem portal using your dev account and ask for a review of the support ticket and / or the listing approval.
PS. Normally the Marketplace listing review and approval process takes a few days, so you need to be patient.
