Transition Condition Allowing Anyone To Transition

I've set the transition condition to only a specific group, which contains two users. However, when I as the admin go to the issue I can transition it to another status.

Additionally, an employee who is not in that group can also adjust the transition from backlog to in progress. I'm testing workflows and chose the simplest one to test workflow conditions.

Any ideas on why the condition is not being followed and allow anyone to change the statuses?

Ever post something after spending a couple hours on it? Then you figure it out within 5 minutes after? Yeah that just happened.

The whole "Allow all statuses to transition to this one" checkbox. Unchecked it, saved and now works like a charm.
