Want : to setup a new instance in the cloud accessible for 2 project teams for 2 different organizations,

To check :   

1) in terms of prerequisites from both org., effort and licenses (incl. cost considering 18 months of run time)

2) if one of the project org. already utilizes on premises subscription for limited business , what is ideal in terms of that org. can combine on prem. or cloud data's in future , for everything to be in one place.
