We are currently looking into changing our workday to 7 hours instead of the standard 8 hours to better reflect our working hours but after making the switch, we noticed that the time in Time Tracking is not the same as Time Tracking Information By User. The picture provided should reflect our issue better.
Do I need to make changes somewhere else to fully apply our new time standard>

The Time Tracking block is reflecting your new setting of 7 hours/day. When 8 hours are logged that is equivalent to 1 day + 1 hour. The change you made will affect the display of all previously logged time for all days, recalculate it to match that the days are only 7 hours instead of 8.
It is not possible to have the logged time display based on 8 hour days for all previously logged time and 7 hour days only for time logged going forward.
The Time Tracking Information by User is not native Jira functionality. I am assuming that is provided by a third party app. You would need to review the information about the setup and configuration of that app if you want to find out if there is option you can set there to force the recalculation of the logged time based on a 7 hour day.

If you are ready to consider a plugin, I'd recommend checking out the TMetric time tracking plugin for Jira.
It will allow you to customize the workday length and will provide detailed time tracking data per user. You can view insights in the Detailed report which makes it easy to analyze the data: hours worked and time logged:
