Time estimate continues appearing in weeks days even after changing to hours

Hi all, 

I have been trying to see my issues' estimation in hours as opposed to weeks, days and hours. The automatic conversion is not something our developers like.

I have gone to the 'Time Tracking' section, set the 'Time display format' to Hours, 'Default unit for time tracking' to hours but when I go to the issue and enter 16 hrs for example, it still gets converted to 2 days. 

I have also noticed that in the 'Edit Global Settings' when I re-enter the screen the changes I made (to hours) get reverted to 'Pretty' and default unit set as 'Minutes'. Could this be a bug?

Am I missing something?
