With the the new Jira issue view we have lost the ability to have internal comments (hidden for client users)
Can you please help, how do we reinstate these security options on comments?

I am afraid, the only way is to switch to the old issue view.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
In reviewing Jira's own backlog, the issue is being worked on and as of November 5, they say it should be rolled out soon. https://jira.atlassian.com/browse/JRACLOUD-69231
