The admin users API is returning an empty list.

I've confirmed that the admin can see the entire list of users in the Admin dashboard but still the admin users API is returning an empty list.
https://api.atlassian.com/admin/v1/orgs/{orgId}/users.

The org id is 87bc3d54-e3e2-46e3-b62f-f0366894d6d9

Welcome to the community

I assume you created an API token for the account you are trying to access user information form an organisation.

What is the return message you receive from the API?

If you get a 200 (successful) and no result, is the orgID correct are there users in the Org?

If so but no result, I would raise an issue at Atlassian support, to let them investigate to see what the issue is on your organisation.

Yes I got a 200 and confirmed that there are users in the org and they are visible on the admin dashboard.

I would raise the issue with Atlassian, as it seems there might be an issue on your instance
