Tempo Hours against wrong Jira Issue

We uncovered a case where hours are being logged against issues the user did not 'touch', nor record hours against.

As an example, we have a no-longer active project which received 1 hour of time in August. The user never knew about the historic project, nor would have charged time against any ticket in that project.

The worklog entries in Jira do show time being recorded, but no User-ID.

Doe this community have any experience with such problems?
