Tempo Cost track is showing different hours than Logged Time report with same filter

I have set up a filter to track the hours of a specific component in one of our projects.  I originally set up the filter to be used in Tempo's cost tracker.  One of the tickets that fall within the filter has 11hrs tracked against it (you can see the Tempo hours on the ticket itself), but in the Cost Tracker, it shows as 0hrs.  

 

When I add the same filter to a Logged Time report in Tempo it correctly shows that there are many hours against the ticket.  

 

I have tried re-syncing the scope and setting the date range to be identical to the Logged Time date range but the Cost Tracker still isn't picking up those hours. 

 

Hopefully, someone has some advice as we realized that we are actually over budget now as we've been following the Cost Tracker with incorrect hours for weeks.
