Tear down of current Atlassian framework, migrate content to new Atlassian framework

I'm orchestrating a complete reorganization of Jira for my company and would like to know my options for standing up a new instance and migrating over all relevant content.  I'd like to do this in a Blue/Green deployment if possible - once all the content we need is in the new structure, we want to flip the switch.

If this is not possible, I need a few options.  We have JSM, Confluence, and Jira in play.

Currently we have a premium Jira license, and standard JSM/Confluence licenses.

A big question and not so easy to answer without understanding your current platform and how it is structured.

If I understand you correctly, you want to basically just move over tickets, but not configurations, as you want to create a new setup on the new cloud platform?
