Created a new project and added team members to it, but cannot see the roadmap, Backlog, Board, or reports, even with permissions set correctly. I do not know what I am missing.

Can you see those items?
Is it a Company Managed or Team Managed project? That information will be at the bottom of the navigation pane on the left.
Is it a Software, Service, or Business/Work Management project?
If it is a Business project there will be navigation items across the top.
If it is Software or Service, that will be displayed in the navigation pane on the left below the project name.

Ok, so it is a Team Managed Software project. You can see Roadmap, Backlog, etc. but the other users cannot.
Have those users been granted Jira Software product access for your site? A user might be granted a role/product access for only Jira Work Management. That would give them access to login to your Jira system and see Software projects, but no access to see Software specific features like Roadmap, Backlog, and Boards.

The users do have access to Jira and can login to our company Jira cloud. They have been added to my project as members but are still not able to see the above items.

The issue is whether or not they have been granted Jira Software product access vs. Jira Work Management product access.
Jira Work Management is an edition of Jira that does not include functionality related to the Agile Software Development process, like Roadmaps, Backlogs, and related Reports.
A company can subscribe to just Jira Work Management.
When a company subscribes to Jira Software, they currently also get Jira Work Management for free.
When users are granted product access through https://admin.atlassian.com, they may be granted access to just the Jira Work Management product, or to the Jira Software product. If they have been granted access only to the Jira Work Management product they can still sign into your Jira system, and see your Jira Software projects because the two product coexist in the same system under the same URL. However, users who have only been granted access to the Jira Work Management product will not be able to access the features that are specifically used only for Jira Software projects and that includes Roadmaps, Backlogs, Reports, and Boards.
Adding them to your project and giving them the Member role may not be enough to grant them Jira Software product access.
Have these users interacted with any other Software projects in the same Jira instance? Are they able to see Roadmaps, Reports, and Backlog in other Software projects?
If not, then you may need to work with the Organization Admins for your site to double check the Product Access that has been granted to the users.

Sorry for the late reply was waiting for the admin to get back to me. It looks like that was the issue. They had access to one but not there other. I spoke to the admin and explain how to setup users going forward, and now my team is able to see the roadmaps now. Thank you for the assist and help on this. I greatly appreciate it.

I still have this issue.
I am an org admin.
We have a user group with access to Jira Software product.
I added a Project Role type called Members for non-admins who should be able to view the boards and roadmaps.
The user group was given the project role on a project.
Users from that group can see the board, but cannot see the roadmap.
I cannot find any permissions in the Project Role configurator for the about roadmap permissions.
Since the user group has access to Jira Software:
I don't see what else I need to configure.
Please help!
