My organization is new to JIRA, and we have designed an administrator who's in charge of project creation; however, I've come accross the 'Team-managed project' concept and find that the option is not available in our case. Is this something that needs to be set up by administrator?
Yes, that does need to be set by the Jira Administrator.
The ability to create Team Managed projects is one of the Global Permissions that can be assigned to User Groups. Jira Administrators manage the Global Permissions.
