Task visibility

Greetings! 
I have a complication with a security options. Let me explain.
We have private projects hided in list of projects (top management projects) with tasks, that might be delegated to other logged in personell. So out goal is to make such tasks visible to reporters, who have no roles in private projects and don't even see those private projects. 

Is that possible?
If not is there a way to make configuration the most close to described one?

The best way to do it is put them in roles that allow them to see the issues.
