Can admins verify the tasks?
Employees can update the tasks but only the admin can check and verify them.
And how can we manage attendance, sign-ins, sign-offs, and manage leaves?

I’m not sure I understand your use case fully but it seems that you have a workflow where employees are assigned tasks and you desire to restrict the closure (verification). This can be achieved in Company Managed Projects by adding a validation on the transition to your done (verified) status(es).
I need more info on the second part of your question but Jira alone doesn’t track Attendance. There are addon apps for this though.

Sure. First let me correct myself here. You actually use a Condition for this not a Validation.
I will try to explain via an example. Let's say you want a workflow that looks like this...
To Do > In Progress >> Done. Further let's name the transitions denoted by the > and >>.
You can add a Condition to the Verified transition in a Company Managed Project (CMP) that will restrict who is allowed to execute the transition. In Team Managed Projects (TMP) you can do the same using the Rules feature.
