Table editing options missing

When creating an issue and inserting a table a range of table editing options are provided

However when editing a table in an existing issue some options are no longer available

@Kevin Cyster welcome to the Atlassian community

When I try and recreate your issue there is no difference in options. Are you on cloud or data center? What browser are you using?
