Struggling to make filters public

I set the actual filter view permission to public. nothing.

I set global permissions for shared filters and dashboard to public. nothing.

I edited the permission scheme to public for Browse Projects and View Aggregated Data. nothing.
I have Jira Cloud Premium and that doesn't appear to make a difference.

All I want is a filter that is available to the public.

Does you filter reference only one project or multiple projects?

What are the types of projects being referenced? Get that information from the Type column on the View All Projects page under the projects menu.
