I'm the org and site admin for a jira cloud instance, where I use my email address for the "target" organization.
I *thought* I was the org and site admin for a different org's jira cloud instance, where I used my email address for the different org.
I've been using the appropriate/corresponding email address to log in each jira cloud instance.
This worked fine for both orgs/Jira instances for many months' time.
Lately, when I log in to the 2nd organization's Jira account, I have no privs. When I click thru to the admin page, it says that Jira cloud instance is managed by a team account from the *other* organization. But the account at the other organization does not show this.
How can I get this straightened out?

This sounds like one of the admins of the second organisation has removed your permission to be an admin for the site. This might have been done if they've claimed the domain for their organisation and the email address on your Atlassian account does not belong to their organisation or they have changed to a different method of doing user accounts.
I was the creating admin on each account. I used my email account at each domain for the registration.

I'm afraid all you can do is talk to the current admins of the place where you have lost rights.
I would want to check if you still have site admin first - go to my.atlassian.com and log in with the account that used to have admin. Is the second site listed under your products?

What would you like to know? I am listed as the tech and billing content. Primary for each. That page says I am not an admin.

Ok, so you will be able to find the site under https://admin.atlassian.com and look at the "products". As the technical owner of the site, you should be able to add yourself back into the site access from there.

Thanks, and as I (hope I) said above, when I log in to https://admin.atlassian.com I get a screen that says: You need permission - Request access from your administrator.

Ok, that is pretty clear - your account is not an admin of these systems.
The next thing to have a quick look at is your account ownership - go to https://my.atlassian.com/products/index and check the systems you "own"

Thanks! I think I mentioned above that on that page, it shows the SEN-# where I am listed as the billing contact and the tech contact. What else am I looking for? That page also says I have support until 28 Nov, which seems strange to me as I signed up for the community edition.

Sorry, I've been away.
You'll need to go administrate the users of your site, adding yourself back in as an admin. Click on the admin cog in your Jira and look for the "user management" option - you'll need to add yourself back in as an administrator for Jira.

I click on the admin cog in my Jira and go to "user management" and I'm told I am not an administrator and I need an administrator to do make changes to the list of Users.

The problem now is what I said in my original answer - another admin has removed your admin rights and you need to talk to them about getting it back.
We can't tell you who they are, we have less access to your site than you do.

There are no other site admins. There are only a couple of other users.
I did not remove myself as an administrator.
So you're telling me this is unfixable and I should just flush the site and start over?
I see I can do a trial upgrade to Standard. If I do that, is there a chance this could be fixed that way?

Not quite unfixable, the main thing you need to look at is who else you gave admin rights to and then ask them why they removed yours.
Atlassian systems do shut down when there are no admins looking at it, but they have coded defensively in some places - you can't leave an active Atlassian system with no administrators, there is always someone from your organisation who has admin rights (not that they may know it, or how to use it).
You do have at least one other site admin, unless one of your admins has hit the "shut down site completely" button.
