When the error message says a maximum of 50 fields can be created in the project, that would include the unique fields created across all the issue types in the project. Do you have 50 unique fields created across all the issue types in the project?

You can use the Fields API to get a list of all custom fields for all projects. The Scope element will be part of the output for each field used in a Team Managed project.

Can you provide more information on what you mean when you say:

What actions exactly are you taking? I have been able to click and hold one of the field type buttons and drag it to the left and drop it into the issue layout area to create a new custom field of that type.

Standard task fields cannot be created using drag&drop

Only custom fields can be dragged and dropped

I am admin for this project 50 fields are also not fulfilled
