Are you setting up a new JIRA instance? the screenshot looks like the setup wizard for new installation. If this is an old installation and the setup wizard shows up, you may have accidentally removed the database config file, in this case you should not go through the setup wizard but instead recreate the $JIRA_HOME/dbconfig.xml and connect it to your existing database.

If this is just a new installation, try tailing the $JIRA_HOME/log/atlassian-jira.log while entering the license and see what is the error.
