You'll have to get in touch with your local Jira admin for that.
Depending on how the user directories are setup this could be either a local directory account (not synced with AD) or a Crowd user (which is synced with AD)
Also could be that the AD sync is throwing an error.
Only way to know for sure is to go to user management and verify your account. (by an admin)

Actually I am the local admin and all the users are not able to login to Jira even me to check if there is an LDAP issue or not

Do you have any other admin account which is known in the internal Jira directory? (you should always create at least one to make sure you have access when LDAP fails).
If you are not sure there are ways to reset a local admin password.
Do you see anything in your logs maybe when you try to login?
