It's possible you were are receiving this error due to an active incident with Jira/ JSM.
Have you attempted to create your site after posting in here? If you have, please let me know and I will ensure this is looked into.

only Atlassian can resolve backend provisioning issues.
The community cannot look up Trace IDs or access backend logs.
Before contacting them, you can try a few quick troubleshooting steps like using an incognito window, switching to a different browser, or testing on a different network like a mobile hotspot while temporarily disabling any VPNs, proxies, or ad blockers.
You might also try creating the site with a slightly different name.
