Some apps can't be pinned or migrated to the product location

I'm planning to change the data residency of my Atlassian products to Brazil, but I got this message when scheduling the migration:

• Some apps can't be pinned or migrated to the product location

My question relates to what risks are behind this message?

I read this article, but it doesn't clarify apps with "can't move" status.

1- Will the Apps continue to work even if they are in a different location?
2- If yes to the above question, will I have latency problems?
