One user had JIRA access restored and since then has not been getting any email notifications. All email preference settings are correct and they are not in users spam folder. How can this be fixed?

Have you confirmed using the Notification Helper that events have occurred that should have sent notifications to the specified user?

If so, then it is possible the user's email has gotten blacklisted on the JIRA side. If that is the case you will need to reach out directly to Atlassian Support to determine if that is actually the case and to get it resolved.

The last few times that user blacklisting has come up in posts in this community a member of the Atlassian Support team has actually noticed the posts and corrected it for the poster. Maybe you'll get luck and they will notice this one also.

Send the user a test message from Jira. Try shares, @ mentions, and anything else that might trigger an email to that person.

Send the user test messages from other sources as well.  Then check your mail server logs to see if there are any errors.
