we don't use Classic
Does your recommendation require Creating a Classic Project, then the Board, and feeding the Board via a Filter???

If you do not use classic, then you can still create a filter to choose issues from multiple next gen projects and connect this filter to a Jira Software Board

I have the filter built and tested; but do I create a new Board? and Where do I do that?? Or do I add it to an existing? It didn't look like I had that option when I tried

yes. just create a new board. You can save the location as your profile.
