We are trying to enable Okta for single sign on our jira on-premises instance. Can you please let me know the instructions that i need to be taken from my end.

Atlassian does not have documentation on enabling this 3rd party integration.  However it appears that Okta does document a number of steps you can take to integrate this with Jira:
