I'm no longer able to sign in as a user on our Jira admin console. Nothing has changed as far my permissions go. Is this still available?
Currently this feature is missing for myself as well. Is there any report?

I recommend that you start a new Question by clicking the +Ask a question button at the top of the screen and provide details of your environment and permissions so that we can ask you relevant questions to help you debug the situation.
Screen images (obscuring confidential information) are also very helpful.
As an Organization Admin I am able to access the feature in my sites for users that:
1. have logged in at least once
2. Are not themselves Organization Admins for the same Organization

When you say "admin console" do you mean https://admin.atlassian.com?
What happens when you try to login? Do you get some sort of error message? If so, what is it?
Are other people still able to sign in to the admin console?
